The post-2019 tightening around unauthorised banners, cut-outs and structures that followed a fatal Chennai incident is a state-wide regulatory environment, not a Chennai-only one. Coimbatore falls inside it, and enforcement against non-compliant installations continues under this framework. For an advertiser the practical point is what it is in Chennai: never let a brand appear on a structure that cannot produce a current permission — the reputational and legal exposure runs to the brand as well as to the media owner.
